roles, tools and innovation it can employ to leverage
community change. |

The community foundation acts with a solid understanding
of community development, economic development, and cultural
and systems change processes. |
| 4. |
The community foundation mobilizes its organization
and networks to identify and address the most critical
or persistent community issues. |
| 5. |
The community foundation strategically times, chooses
and crafts its community change efforts taking into
account the political, economic, social and policy
environments and practices inside and outside the community. |
