PRECONDITION A

The community foundation has the values, culture and will to exercise community leadership.

Second-Level Preconditions
1. The community foundation clearly articulates values that advance its community change goals.
2. The board and staff are passionate about and committed to effecting long-term community change.
3. The community foundation defines its primary constituency as the community — rather than its donors, its board, or its grantees.
4. The community foundation practices and advocates for equity and inclusion in all of its work.
5. The community foundation actively learns about, with and for the community.
6. The community foundation persistently pursues significant and measurable results.
7. The community foundation changes itself to accomplish community change.
8. The community foundation is entrepreneurial and takes risk.
9. The community foundation takes new or unpopular positions, when necessary, to move an issue forward.
