What process is being used to develop a Community
Leadership Theory of Change for Individual Community Foundations…and
what is its status?
- A Community Leadership Theory of Change for Individual
Community Foundations (TOC-ICF) is being produced
by the National Task Force on Community
Leadership (view member
list). The TOC-ICF is not yet complete, but work is
on schedule. Steps taken to date are:
- The NTF engaged in
wide-ranging discussions at a September 2007 two-day retreat
to surface elements that might be germane to a TOC-ICF.
- CFLeads
staff and consultants used the NTF’s
work to build out a first draft of the first three levels
of the TOC-ICF: Ultimate Outcome and the First-Level and
Second-Level Precondition building blocks.
- The NTF provided
comments on that draft during a December work session.
Many issues were raised and concerns voiced. Those
comments have not yet been integrated into a new draft – the
attached version is the original.
Steps yet to be taken
include:
- The NTF will reach out to surface
comments from anyone in the field who wishes to weigh
in.
(That’s what this
invitation is!)
- An NTF Work Group will meet with CFLeads staff
in the coming weeks to fine-tune this draft. They will
then develop third-level preconditions, and identify embedded
assumptions/hypotheses and weak or broken links. Note:
The TOC’s third level is
likely where the most “actionable” elements
will emerge. The target completion date is early June.
- And, once
the TOC-ICF is completed, it will be used as the basis
for developing a related Community Leadership Theory
of Change for the Community Foundation Field as a whole.
