How do we know if we have the right preconditions
in our Theory of Change?
There are three simple tests that help determine if you
have identified the right preconditions, or building blocks,
in a TOC.
- Test One: Is the precondition necessary to fully
realize the desired outcome?
- Test Two: Are the preconditions,
added together, sufficient to fully realize the desired
outcome?

Three: Is it possible to devise a measurable
intervention to more fully achieve
each precondition?
The “necessary” and “sufficient” requirements
provide the check and balance between “too much” and “not
enough.” The “measurable intervention” requirement
provides a reality check – if you can’t influence
a precondition, there is no point including it.
